Affordable housing at Glenfield
As part of our plans for a new neighbourhood in Glenfield, we are planning to deliver affordable homes for very low, low and moderate income earners near the train station.
We want to provide more affordable housing to help meet the diverse needs of the local community across southwest Sydney. Affordable rental housing is a key part of Landcom’s plans for Glenfield, helping to create a diverse and inclusive community close to transport, jobs and services.
State Significant Development Application for affordable housing
A State Significant Development (SSD) application has recently been lodged for the first building in Stage 1, which will deliver 100% affordable rental housing. The application is now on public exhibition until 27 May 2026.
What’s proposed?
- 120 affordable rental apartments
- A mix of 1, 2 and 3-bedroom homes
- 61 car parking spaces and 34 bike spaces
- Located within walking distance of Glenfield Station
The building will be owned and managed by a registered Community Housing Provider, offering discounted rents to eligible residents and supporting stable, long-term tenancies.

Community feedback
We received community feedback in December 2025. This is what we heard and how the plan has responded to the community feedback:
- We heard concerns about how affordable housing would be managed
→ The 120 affordable homes will be owned and managed by a registered Community Housing Provider
- We heard people want housing that suits a range of households
→ The development includes a mix of apartment types to meet the needs of the Campbelltown community
- We heard that access to green space is important
→ The design includes green and open spaces for residents to enjoy
- We heard about reflecting culture and connection to place
→ we consulted with indigenous stakeholder and feedback has been incorporated into the design including through materials, colours and landscaping
- We heard that sustainability is important to the community
→ The building is being designed to align with a 4 Star Green Star rating
Planning process
Landcom lodged a State Significant Development Application earlier this year (2026) with the Department of Planning, Housing and Infrastructure. The Department has placed the application on public exhibition for the community to review and make submissions, before they undertake their assessment.
Location
Landcom is progressively developing land on the western side of the railway in Glenfield to create a new town centre with a mix of homes, open spaces and community facilities. The first stage of development is to the north of Roy Watts Road, near the existing commuter car park. This first stage will create new roads to support 18 terrace houses and around 500 apartments, including 120 affordable rental homes.
