Conveniently located with easy access to the M5 Motorway and Hume Highway, and next to Glenfield train station, Glenfield already has the key infrastructure in place to support a mix of housing options.

​Seeking feedback on Draft Development Control Plan (DCP)

The Draft Glenfield West Development Control Plan (DCP) is now on public exhibition by Campbelltown City Council until 24 July 2026.

The DCP is a planning document that will guide our future development in Glenfield. The DCP supports a sustainable and coordinated approach to development and will help to deliver a high-quality neighbourhood with well-designed streets, footpaths, open spaces and infrastructure.

What the DCP includes

The draft DCP sets out planning guidelines to deliver:

  • Walkable, well-connected street networks that support easy access to parks and open space
  • A new town centre with shops, services and local jobs
  • A network of open spaces, parks and green corridors
  • Sustainable and resilient design, including deep soil planting to support trees that will provide shade and greenery.
  • Our engagement with the community in 2024–2025 provided valuable insights into what matters most to people living, working and studying in and around Glenfield. More than 350 people shared their feedback during this time, which has helped shape the draft DCP.

Details about the Rezoning Proposal

We’re proposing to increase the number of homes on the western side of Glenfield station from 3,900 to around 5,200. This will be achieved by allowing a wider range of housing types, locating taller buildings near the train station, proposing a new local centre to the west, amending heights around the town centre and creating greater access to diverse green open spaces.

Landcom submitted a Rezoning Proposal for Glenfield to the NSW Department of Planning, Housing and Infrastructure. The proposal is for land west of the train line and outlines plans for a well-designed, inclusive and connected neighbourhood.

It includes:

  • more homes
  • better access to parks and open spaces
  • community facilities
  • a lively town centre near the train station.

The plan reflects what the community told us they want — more diverse housing choices, access to better open spaces, and welcoming walkable streets.

Planning approval

The NSW Department of Planning, Housing and Infrastructurepublicly exhibited the Rezoning Proposal, including technical studies, from 13 May to 11 June 2026. During this time people could submit feedback to the Department. DPHI are currently assessing the proposal and is expected make a determination later this year (2026).

Why the proposed changes

Glenfield has been identified by the NSW Government as a growth area due to its great location in Sydney’s southwest, with strong transport links and access to major centres. The NSW Government had previously amended the planning controls to allow a new town centre and new residential development at Glenfield in 2021. The existing structure plan approved in 2021 envisages 7,000 new homes in Glenfield, including more than 3,900 west of the rail line.

The current housing crisis has highlighted the critical need for more housing and more accessible and affordable homes to meet existing and future community needs.

Landcom submitted a Rezoning Proposal to increase the number of homes on the western side of Glenfield station from 3,900 to around 5,200. The proposal also includes plans to create better access to open spaces, a future town centre and local centre, a new street layout and updated building heights.

New homes will be delivered in stages over the next 15 years.

Community involvement

Recent community feedback

Consultation with the community and stakeholders is an important part of the planning process. From 17 April to 14 May 2025, we hosted a series of community engagement activities to explore what would make our Glenfield project a vibrant and lovable place to live and provide updates on our plans for more homes and a new town centre.

Here are the key community insights we heard:

  • a desire for walkable, green, and community-focused spaces
  • a town centre that supports everyday living and vibrant public areas
  • a strong sense of community life and local identity
  • upgraded roads to support growth
  • access to parks, schools, healthcare, and community hubs.

This feedback is helping us refine plans for our Glenfield project in consultation with the people who live, visit, and care about the area. A report summarising what we heard will be available online in the coming months.

Ongoing engagement with the community, stakeholders, and government agencies will continue throughout the project’s 10–15 year timeline. We are committed to keeping the community informed and involved as Glenfield’s future continues to take shape.
