State Significant Development Application for affordable housing

In response to the NSW Government’s commitment to increase the supply of affordable housing under the National Housing Accord, Landcom aims to deliver 1,800 affordable rental dwellings by 2029.

As part of our plans for a new sustainable, walkable, and connected neighbourhood in Macarthur, we are delivering two residential buildings that will provide 130 affordable rental apartments. These buildings will include a mix of 1-bedroom, 2-bedroom, and 3-bedroom apartments.

We want to provide more opportunities for people to access affordable housing to help meet the diverse needs of the local community across southwest Sydney.

The proposal includes:

  • 130 dedicated, affordable rental apartments
  • two, 9-storey buildings within the approved Macarthur Gardens North precinct
  • a mix of 1-bedroom, 2-bedroom and 3-bedroom apartments
  • close access to transport, shops and services
  • a walkable, connected community.

  • The project will be delivered in partnership with a Community Housing Provider. Community housing providers are not-for-profit, mission-driven organisations that own, develop, and maintain affordable rental housing for approved applicants.

    Affordable housing

    Affordable rental housing supports people on a broad range of incomes. This includes people such as childcare workers, hairdressers and retail workers.

    Some affordable housing applicants may also be facing life changes, reduced working hours, separation, or moving to a single income and may need affordable housing for a short time before transitioning back into the private rental market or buying their own home.

    Affordable housing is priced so that households are also able to meet other basic living costs such as food, clothing, transport, medical care and education.

    Affordable housing must be managed by a registered community housing provider, and applicants must qualify for affordable housing.

    Planning process

    Landcom is preparing a State Significant Development Application for two residential buildings dedicated to affordable rental housing. These buildings sit within the approved Macarthur Gardens North precinct.

    When planning, design, and technical studies are complete, we will submit the application to the NSW Department of Planning, Housing, and Infrastructure.

    Following review by the Department, the application and all supporting documents will be placed on public exhibition for a minimum of 28 days, and members of the community will be invited to make a submission about the proposal.

    The application and public submissions will then be reviewed by the Department who will make a determination.
