Welcome to Fennell Bay - our proposal brings together a diverse mix of housing, new public spaces and local amenities that meet the needs of the community, laying the groundwork for a connected, inclusive and people-focused new neighbourhood.

We listened to previous feedback. Here’s what has changed:

  • Reduced footprint - the Masterplan is now 27% smaller than the 2021 design, responding to community and environmental concerns. Around 380 new homes are proposed, reduced from 600.
  • More bushland retained - development has been adjusted to protect native vegetation, habitat and drainage lines, improving biodiversity outcomes. 70% of the site is now retained to become a Biodiversity Stewardship site.
  • More affordable housing mix - includes some smaller lot sizes to support a diverse mix of housing and affordability. 10% of homes will be delivered as Affordable Housing.
  • Improved connections - we are exploring opportunities for a new shared walking and cycling link between Fennell Bay and Booragul Station to support active transport and access.
  • Future transport planning - land is set aside to allow for future widening of Toronto Road, addressing long-term traffic concerns without further impacting surrounding areas.

The updated masterplan below builds on earlier community feedback from 2020 and reflects changes made in response to what we heard, as well as further technical studies.
