Delivering long-term housing security for renters

In the midst of the current housing crisis, the NSW Government has tasked Landcom to deliver build-to-rent projects in the Northern Rivers and on the South Coast, where communities are impacted by rising rents and low housing availability.

Build-to-rent is purpose-built housing designed to be rented out to provide long-term housing security for renters.

In East Lismore, Landcom will deliver 50 build-to-rent apartments in mid-rise buildings, with a mix of apartment sizes to suit different renters and 20% of homes set aside as affordable rental housing for households on very low to moderate incomes.

Our vision for the site is to deliver well-designed homes that are sustainable and celebrate the region's architecture and lifestyle. We want future residents to be proud to call the development home, benefiting from easy access to open space, shops, services, schools, Southern Cross University and jobs.


What we heard

We met local community and stakeholder organisations after the site was secured in March 2024, held a community information session at the East Lismore Bowling Club on 1 August 2024, and an online feedback form was open for three weeks between 17 July and 7 August 2024.

We heard a mix of views that helped to inform our plans. Feedback related to:

  • urgent housing need
  • sustainability
  • accessible design
  • stormwater management
  • minimising impacts to neighbourhood amenity
  • traffic and parking.

Next steps

We submitted our development application (DA24/200) for 50 build-to-rent units to Lismore City Council in September 2024. Our plans were informed by community and stakeholder feedback, planning controls and site investigations.

The community was able to submit feedback for Council's consideration when our development application was publicly exhibited by Council from 11 to 26 September 2024.

Our application was approved by the Northern Regional Planning Panel on 19 November 2024.

Construction began in late 2025 and works are expected to finish in late 2026, subject to weather conditions.
